In 2007, Los Angeles Mayor Antonio Villaraigosa proposed a plan to provide free wireless Internet access throughout the city's 498 square miles in 2009. Two years after not reaching the goal, one private company has begun to fill those shoes on its own.

The Central Basin Water District--a public agency that serves more than two million L.A. County residents--is paying nearly $200,000 in tax payer money to ensure that Google News searches associated with their department display positive results.
