Proposition 39 would require "multistate businesses to calculate their California income tax liability based on the percentage of their sales in California," according to the state's official summary. It would also repeal a tax liability law for such businesses and for five years, annually dedicate $550 million from an anticipated increase in revenue to fund energy efficiency projects and clean energy jobs.
