The Law of the Sea Convention aims to codify diverse activities and the management of natural resources. Coming into force in 1994, the treaty has yet to be ratified by the US Congress. Proponents argue it protects US interests at seas, while opponents say it is an infringement on US sovereignty. Caitlyn Antrim of the Stimson Centers argues that the treaty is in the United States’ interests, while Steven Groves of the Heritage Foundation argues it is not. Edward Swaine, Professor of Law at The George Washington University Law School, moderates the debate.
