Interactive: New HACLA Data Shows $870k in Bonuses

From 2007 to 2010, nearly $870,000 in incentive bonuses were distributed to employees of the Housing Authority of the City of Los Angeles, or HACLA, according to a new batch of public records obtained by SoCal Connected.

The data shows which employees received bonuses and how much. HACLA Chief Operating Officer Ken Simmons received the biggest bonuses, earning $55,000 since joining the agency in 2008.

Simmons served as interim CEO after former chief Rudolf Montiel was fired in March. Simmons himself stepped down from the top spot late last year when a SoCal investigation revealed that questionable spending ran deeper in the organization than initially thought.

Socal Connected filed its first request for the bonus information in November 2011. Those documents were not released until earlier this month.

You should be ashamed of yourselves.

In your zeal for ratings you have abandoned the search for the truth and hurt people, like me, who personally opposed and did not participate in many of the policies and practices at HACLA you now indict. You are simply wrong about the "bonus" you claim paid. I should know, because my name appears on your list, and I never received the amount you claim. After examining the the amount you claimed, it appears to me you counted my PTO (overtime) I claimed on my 2010 year ending time card and/or my cafeteria plan buyout. You simply don't know what you are talking about!

Yes, I got a "bonus", but I was part of the "unrepresented" group within the agency: We were not part of a bargaining unit (Union) and unlike the "represented", we did not get automatic cost of living increases. Whatever "bonus" I got was less than than the cost of living increase. Some bonus!

In your zeal to uncover "corruption", you have indicted the innocent by guilt by association. You have implicated my subordinates, whose loyalty to the true mission of the agency cannot be questioned. If you were competent at what you do, you would not have injured so many innocent people as you have done.

Shame on you!

The data referenced above was provided to KCET by HACLA officials. We requested a list of all bonuses given to employees between 2007 and 2010 and this is what was provided. HACLA refers to the dollar amounts as "incentive bonuses" and that is what we have reported. This data was never referred to as overtime, nor did we request overtime records.
You may know current CEO Doug Guthrie mentioned in a December 2011 letter to Los Angeles Mayor Antonio Villaraigosa that the agency distributed $500,000 in "performance" bonuses in 2009 and 2010. Guthrie also stated the performance bonus program has been suspended.
