Ten years after 9-11, the answer to the question "Could it happen again?" depends on whom you ask.
A new national report by the heads of the 9-11 Commission sharply criticizes the ability of the United States to prevent and respond to future terrorist attacks. The report claims the U.S. lacks emergency communication for first responders, coordinated rescue efforts, and tougher requirements for ID cards.
