Joe Rodriguez is a painter and muralist with deep ties to the Chicano Arts Movement
. He founded the Mechiano Arts Center
, one of the first Chicano art collectives to depict Latino identity through muralism. The collective began in East Los Angeles and later moved to Highland Park in the building that is now the Duarte Market. Rodriguez established relationships with the community by outreaching to local gangs and having them collaborate on the murals. Rodriguez shares his history with Mechicano and other artists active in the Highland Park area during the boom of the movement for "Painting the Walls."
