Raul Baltazar is a Highland Park based artist and active community organizer. In the early 1990's Baltazar worked with the collective - Regeneración - where he lived and collaborated with artists on public art projects. Baltazar continues his artwork today. In "Rise of the Inner City," he describes community assets available to Highland Park in the 1980s and 1990s as well as his part in Regeneracion.
