Here are two fairly uncontroversial things that I believe: First, fewer people should smoke since smoking can cause serious health risks; second, more money should go to cancer research. But here is a third, more controversial belief: The initiative process is deeply flawed.

Admired for its scenery and dreaded for its traffic -- as well as the landslides that occasionally render it impassable -- Pacific Coast Highway is perhaps Southern California's most iconic ribbon of asphalt.
Commentary:
A court settlement over a cross in Mojave National Preserve hands a symbolic victory to opponents of the Preserve's existence, and will lead to further development of one of California's natural treasures.
