Solar Incentive Program

Provider: Los Angeles Department of Water and Power (LADWP)
Information: The Solar Incentive Program (SIP) offers a lump sum payment to LADWP customers who purchase or lease PV systems to offset traditional energy consumption at the installation site. A "net meter" calculates the production of solar energy, and excess energy is returned as a credit on your bill.

SoCal Water Smart Rebates

Provider: SoCal Water Smart
Information: Rebates offered on qualifying appliances such as high-efficiency toilets and clothing washers. (Ends June 2015).

Refrigerator Exchange Program

Provider: Los Angeles Department of Water and Power (LADWP)
Information: Customers who are part of the Low-Income Discount Program or Senior Citizen/Disability Lifeline Rate Program can exchange an older refrigerator for an Energy Star-rated new model. Primary refrigerator must be at least 10 years old, a minimum of 14 cubic feet in size, and fully operational.
 

Air Conditioner/Pool Pump Recycling Incentive

Information: Customers can have old refrigerators picked up to be responsibly recycled in exchange for a $50 incentive.

Cool Roof Rebate

Information: Homeowners can receive rebates of $0.20 to $0.30 per square foot of roof surface that's covered by an energy-saving cool roof substance that reflects solar waves back into the atmosphere.

Comprehensive Mobile Home Program

Information: SCE customers can get an energy evaluation of mobile homes with energy specialists, as well as free supplies and installation for recommended upgrades.

Multi-Family Heating Rebates

Provider: SoCal Gas
Information: This program, designed for property owners and managers, offers rebates on a variety of eligible appliances and equipment for multifamily residences, including water heaters, furnaces, insulation, and more.

Free Mulch Giveaway

Provider: Los Angeles Bureau of Sanitation Information: Free quality mulch distributed at 11 locations throughout Los Angeles. Perfect for residents looking to reduce water use in their yards. Note: bring your own equipment (shovel, bags, etc). Delivery can be arranged upon request.

Free Tree Giveaways

Information: Free shade trees are provided for qualifying properties or for parkways (the the space between your sidewalk and the street). Additionally, there are tree adoption events throughout the year.

Lawn Mower Exchange Program

Provider: South Coast Air Quality Management District
Information: South Coast Air Quality Management District (SCAQMD) residents can exchange an old, operable gasoline-powered lawn mower for a new electric lawnmower ($100 to $250). Pre-registration is required.

Rain Barrel Rebates

Provider: SoCal Water Smart Information: Consumers interested in collecting rainwater from gutters and downspouts for reuse can get $75 per rain barrel with this rebate program.

Turf Removal Rebates

Provider: SoCal Water Smart
Information: Customers are paid $2 for each square foot of lawn removed.

Lawn-to-Garden Turf Replacement

Provider: Long Beach Water Department
Information: Long Beach Water Department customers with approved designs receive up to $3500 for front yards and parkways recreated without turf.

Backyard Composting Workshops and Equipment Sales

Provider: Los Angeles Bureau of Sanitation Information: Regular workshops are offered for customers to learn about backyard composting, worm composting, types of compost bins, grasscycling, and other smart gardening techniques. Special discounted compost bins and equipment are also offered for sale.

They would then step in to help those people with their rent, utility bills, car payments and more so they don't become unhoused.
