Pío Pico was the last governor of the Mexican territory of Alta California. The story of this Afro-Mexican leader – a descendant of mestizos and mulatos – marks the beginning of both contemporary California history and the struggles of Latino politics in America. Nearly 16 decades after the American conquest, Latinos once again constitute the state’s largest ethnic group, and as a resurgent political force their role in contemporary American life was a major issue of the 2016 presidential election.
