The ACLU and others are suing the City of Lancaster and the L.A. County Sheriff’s department over a citation system they say “discriminates on the basis of both race and poverty.” The complaint calls out citations that can be as much as $1,000 for sleeping outside or even sitting outside, quote, without a reason.
